What will the introduction of a point system mean for drivers?


Firstly, it is not a double punishment of offences.  It is an administrative system which keeps track of how many times a driver has committed a traffic-rule violation.  Experience from abroad shows that a driver who gets “penalty points” is more cautious on the road the next time, and that is also the goal of the law we have proposed.


How will this proposal differ from the original one, which was struck down?


In principle, the modifications are small; the new draft incorporates the comments of the Economic Committee of the Chamber of Deputies and of the Government’s Legislative Council.


Is the system stricter on professional drivers?


Yes, professional drivers will be viewed more strictly; for example, if an offence is committed by a bus driver, his/her fine will be twice the regular amount.


Does the point system contain any motivational elements, such as the possibility of deducting points if the driver does not commit an offence?


Of course, a driver who drives without problems for one year, after having committed an offence, can expect a deduction of two points.  After two years without an offence, another two points will be deducted, and after three years, all points will be wiped out.
