Fields of Responsibility

 

Work of Department 154 - Department for Drivers’ Administration, Records, and Statistics:

• Maintains a Central Driver Registry;

• Permits exceptions from limitations on the driving of certain vehicles pursuant to Sec. 43 (5) of Act no. 361/2000 Coll., On Road Traffic and on Changing Certain Acts, as amended;

• Permits exceptions from the age-conditions, pursuant to sec. 83 (5) and Sec. 124 (2) (a) of act no. 361/2000 Coll.;

• Performs the tasks of the appropriate municipal authority in the sphere of Driving Licences, for those persons who are members of foreign embassies or foreign services accredited in the Czech Republic;

• Methodologically manages and directs the work of regional state administrative bodies in the sphere of drivers and Driving Licences;

• Co-operates in the preparation and implementation of the system of training the employees of the MT and regional state administrative bodies;

• Ensures the production of all forms required in drivers’ administration;

• Performs lustration of the Driving Licences issued, and of other forms which must be strictly accounted for, for the Czech Police;

• Takes care of sending Driving Licences abroad, and accepts and passes on Driving Licences and International Driving Licences sent by foreign authorities to municipal authorities and town halls;

• Co-operates in the preparation and tendering of the Drivers’ Administration Information System project, and ensures its ongoing innovation;
• Authorises the holders of valid professional authorisations with driver re-testing (Sec. 50 (1) of Act no. 247/2000 Coll.);

• Decides on issuing the licence of a test commissioner, on extending it, and on withdrawing it (Sec. 53 (3) (c);

• Performs the basic training and examinations of test commissioners (Sec.  53 (3) (d);

• Performs improvement training of test commissioners, and re-examines test commissioners (§ 53 (3) (e) of Act no. 247/2000 Coll.);

• Carries out ultimate state supervision over the execution of state supervision in matters relating to the acquisition and improvement of professional competence to drive motor vehicles, and in all matters related to the execution of state administration, pursuant to Sec. 53 (3) (Sec. 54 (3) (e) of Act no. 247/2000 Coll.);

• In its work, closely co-operates with governmental and non-governmental bodies and authorised organisations, and the appropriate offices of other state administrative bodies, primarily with the Ministry of the Interior and the Czech Police;

• Answers questions of citizens, pursuant to Act no. 106/1999 Coll., on Free Access to Information, as amended;
• Supports the carrying out of state administration in the sphere of drivers’ administration, pursuant to Act no. 361/2000 Coll., no. 247/2000 Coll., in the new state administration system (state administration reform) – administration of public-law and delegation agreement within the scope of powers of Section 160;

• Processes, discusses, and ensures the production of all material, background documents, expert statements, and proposals in the sphere of state administration reform, related to drivers’ administration, including international co-ordination;

• Partakes in the drafting of legal regulations in the sphere of traffic on the road network, acquisition and improvement of professional competence for driving motor vehicles, operation of driver training schools, and drafting of MT regulations – primarily in the sphere of the collection and administration of information obtained and used in the carrying out of drivers’ administration;

• Conducts administrative procedures and decides, as the first-instance authority, in matters concerning the issuance of drivers’ cards for the digital tachograph system, and co-ordinates activities in the development and production of new documents;

• Applies the requirements for projects on the administration and development of documents, which are administered by Section 160, and works on the development of a new information system of Central Statistics, in the sphere of drivers’ administration;

• Administers and authors methodological materials for operating the Central Driver Registry;

• Supervises compliance with Act no. 106/1999 Coll., on Free Access to Information, the keeping, administration, and issuance of data from the Central Driver Registry, the keeping of central statistics, and monitoring of work in the section of Drivers’ Administration, including analytical work;

• Co-ordinates the execution of ultimate state supervision, and supervision within the powers of Section 160, with ministry and other bodies active in the sphere, and processes statistical and other information for the sphere;

• Ensures compliance with Act no. 40/2004 Coll., the Public Procurement Act, ensures that documents within the sphere of competence of Section 160, complying with EU norms, are made and distributed (DL, drivers’ card for the digital tachograph system, and in the near future, a certificate card of the professional competence of a driver);

• Ensures the production and distribution of EC DL, co-ordinates the work of subcontractors;

• Performs administrative and service tasks in supporting the execution of drivers’ administration and the operational needs of the Section;

• Provides methodological aid to bodies of state administration and local government, especially in the sphere of matters where public-law or delegation agreements exist.
