Exceptions from the obligation to pay a fee or toll for the use of motorways and high-speed roads, and their segments, by motor vehicles are enumerated in Act no. 13/1997 Coll., On the Road Network, as amended (Sec. 20a).
The use of a motorway, high-speed road and their segments by the following vehicle is exempt from fee and toll:
a) Vehicles equipped with a special warning light, if it is a vehicle:
- Czech prison service,
- Medical emergency services, transport of patients with urgent medical care and medical traffic services,
- Of integrated rescue system;
b) Vehicles of the Ministry of the Interior used by the Czech Police, and marked with the sign “POLICIE”;
c) Vehicles of the Ministry of Defence, used by the Military Police, and marked with the sign “VOJENSKÁ POLICIE” and vehicles armed forces from other countries on a basic of reciprocity;
d) Vehicles of customs authorities, marked with the sign “CELNÍ SPRÁVA”;
e) Vehicles of the fire rescue and units of voluntary firemen;
f) Vehicles used for the transport of severely handicapped citizens who have been granted the advantages of the IInd Degree, with the exception of persons struck with complete or practically complete deafness, or the IIIrd Degree, if the holder of the motor vehicle is the handicapped person himself/herself, or his/her close relative; an exception applies under the same conditions for vehicles used for the transportation of dependent children who are being treated for malignant tumours or homoblasts, if their parents or persons of the same status are in receipt of a contribution for the operation of a motor vehicle;*
g) In remedying the consequences of rescue and liquidation works and protection of population;
h) Vehicles of the administrator of roads under fee or toll;
If a segment of a motorway or a high-speed road, which is subject to fee or toll, must be used for a detour in the case of a road closure, that segment may be used without a fee or toll.
*Note: If a motor vehicle is not being used for the transportation of the said severely handicapped person, this exemption cannot be used (i.e., the handicapped person must be in the vehicle). The objective of the Act was to help severely handicapped citizens, but not their healthy family members. On the contrary, by allowing an unjustified advantage to those healthy citizens, the Charter of Fundamental Human Rights might be breached.
For your information, let us remark that an agreement has been reached with the Office of the President of the Czech Police and Customs Authorities, which goes beyond the scope of the law, that policemen or customs officer will not fine drivers of motor vehicles not marked with a coupon (the so-called motorway sticker), if he/she presents a confirmation that his/her close relative, who enjoys the benefits of being exempt from fee for the use of motorways and roads for motor vehicles, is being treated in a healthcare institution (such as a spa) or a social care institution, and the user of the vehicle is going to pick him/her up, or is coming back. In that case, the driver must present a confirmation issued by the management of the said institution, stating that a severely handicapped citizen is a patient or a client at that institution. In other cases, you must use a fee-free road or equip your motor vehicle with a coupon (motorway sticker, such as a ten-day one ).
