Works in the sphere of the drafting of the material aspects of laws and implementation regulations, in the sphere of inland navigation; preparation of materials for draft laws, and ensuring that they are discussed, in co-operation with the Legislative Section.

Gives its opinions on the issuing of permits for the operation of water transportation.

Studies the issues involved in the concept of a fleet, its renewal, and related problems.

Ensures the work related to the responsibilities of the Ministry, as the appellate body in administrative procedures conducted by the first-instance navigation body – the State Navigation Administration (Státní plavební správa).

Takes care of multilateral and bilateral international relations, in the sphere of inland navigation.
