Manufacture of an individual road vehicle01/10/2020 20:00:00|Converting and manufacture of a road vehicle Manufacture of an individual road vehicle (authorisation to manufacture an individual road vehicle and subsequent approval of technical eligibility) Manufacturing of an individual road vehicle means road vehicle production based on own construction design or by using vehicle system, construction parts and separate technical unit to which approval of type was issued. The manufacturer must submit a written application for authorisation to manufacture individual road vehicle beforehand at a municipal authority with extended powers. There are 206 municipal authorities with extended powers in the Czech Republic (see map below). Approval procedure The municipal authority with extended powers that issued the authorisation to manufacture approves the technical capacity. Such municipal authority can demand testing of manufactured vehicle at manufacturer’s own expense. If approved, the municipal authority will issue a registration certificate of a road vehicle (if the vehicle is subject to registration) or roadworthiness certificate (if the vehicle is not subject to registration). The applicant can also receive a Certificate of individual approval of a vehicle as an equivalent to the registration certificate. Such document is regulated by EU law and is issued to vehicles that were firstly registered outside the Czech Republic. Application for authorisation to manufacture The application must include: Other requirements Verified copy of an agreement or a deed on establishment of legal person or an extract from commercial registry for legal persons registered in commercial registry or verified copy of trade licence for natural persons in business; Technical description of the road vehicle in the extent of information stated in registration certificate of a vehicle, including details about expected operational characteristics, performance level and dynamics; Design of road vehicle unit showing size and weight; Maintenance and operation manual in Czech language; Certification of approval of vehicle system type, construction parts and separate technical units or a technical protocol; Technical protocol issued by a testing station; Roadworthiness check protocol if the vehicle is subject to a regular roadworthiness check according to paragraph 40 of Act No. 56/2001 Coll., on conditions to operate vehicles on roads and on amendments to act on indemnity insurance caused by operating a vehicle and on amendment to certain related acts, as amended. The technical protocol proves compliance with conditions imposed in a decision to approve manufacturing and with technical requirements set by an implementing act. Roadworthiness check protocol proves that the vehicle can be operated on roads. Both protocols can be substituted by a protocol issued by a technical service. Administrative fee of CZK 2,000 is collected during approval of technical capacity of individually manufactured road vehicle. A municipal authority with extended powers issues certificate of individual approval of a vehicle that is valid in all Member States within 60 days after submission of application. It is possible to file an appeal against the municipal authority decision within 15 days after its delivery. The appeal can be filed at relevant regional authority (via administrative body that issued the decision).
