The electronic driving licence app has been making drivers' lives easier for already two years

For two years now, citizens have been able to save a visit to the authority and apply for a new driving licence online, from the comfort of their home. More than 64 000 drivers have used the so-called eSubmission to apply for a driving licence via the Citizen's Portal or the Transport Portal, launched last December. Most drivers who have used the eSubmission have been from Prague, Brno and Pilsen.

"The electronic application for the driving licence is one of the flagships of the digitalisation of the transport agenda. Every week we save more than a thousand drivers a trip to the authority and the interest has been steadily growing. Over the past two years, we have significantly expanded the possibilities of electronic application and it is now possible to apply for driving licence replacement due to theft, loss or change of personal data. In all these situations it is also possible to apply for an accelerated issue within five working days," says transport minister Martin Kupka. More than 40 000 applications have been submitted via the Citizen's Portal in about a year and a half, i.e. from 1 June 2021 to the beginning of December 2022, and more than 23 000 applications have been submitted via the Transport Portal during six months. 

The electronic application for the driving licence has also been repeatedly praised by the professional public. In 2022 the system won the honorable mention of the Czech @ project and in 2021 the project obtained an award as a successful eGovernment project.

In eSubmission the application can be sent electronically via the Transport Portal using the data mailbox or indirectly via the Citizen's Portal. The replacement is free of charge and the driver can collect the new licence from any of the 206 municipal offices of municipalities with extended jurisdiction. The earliest date to apply for a new document due to expiry is 90 days before the expiry date. 

People can log in to the Transport Portal for example using the eGovernment mobile key, bank identity or eObčanka (digital ID card). The portal displays a form on which the data from the central register of drivers is pre-populated. In the application form the driver chooses any municipal office of a municipality with extended jurisdiction to collect the new driving licence. The pre-completed data includes the most recent photograph and a digitized image of the signature from selected state registries.

Drivers can also choose to be notified by SMS or e-mail when submitting the application. In this case, a notification will also be sent within twenty days, or within five working days for accelerated issuance, that the document has been produced and is ready for collection. Drivers can also collect a new licence based on a legally certified power of attorney. 

The Ministry of Transport continues to digitise the transport agenda. Recently, the Transport Portal has added a digital extract from driver registration, which can be easily downloaded with a single click, without the need for completing any forms or paying an administrative fee. We are also currently working on other electronic applications in the vehicle and vessel agenda and preparing a more user-friendly user support form.
